NEC 210.52(C): The 12-Inch Rule and the Counter That Counts as Two

Half of candidates miss our countertop questions, and the misses are all the same shape: they know counters need receptacles but not WHICH counters. An 11-inch space needs nothing. A 14-inch space needs one. A range turns one counter into two. These are gift points once the thresholds are nailed down.

The 12-inch threshold

The rule reads on each individual countertop space along a wall. Twelve inches wide or wider, it requires at least one receptacle. Narrower than twelve, it requires nothing at all. Our diagnostic data shows exactly where this bites: given an 11-inch section of counter beside a pantry cabinet, half of candidates add a receptacle the code never asked for. The exam counts that confidently wrong.

The 24-inch reach

Within a qualifying space, no point along the wall line may be more than 24 inches from a receptacle. The logic is the cord on a kitchen appliance, roughly two feet. Sit the toaster anywhere and it reaches power without draping a cord across a sink or a burner. Work the geometry and the rule means a receptacle within 2 feet of each end and at most 4 feet between receptacles along the run.

What makes counters separate

  • A range or counter-mounted cooking unit splits the counter. So does a refrigerator. So does a sink.
  • Each resulting space is measured alone against the 12-inch threshold.
  • Two 18-inch counters flanking a range: two spaces, a receptacle each.
  • A 14-inch space between a refrigerator panel and a wall: 12 or wider, so it needs its own.

Placement rules that ride along

  • Nothing face-up in the counter unless the assembly is listed for it (406.5(E)). Spills land in face-up devices.
  • Below-counter placement is limited: not more than 12 inches below the surface, and it does not count at all behind an overhang deeper than 6 inches (210.52(C)).
  • Countertop receptacles are GFCI protected (210.8(A)) and live on the two required 20-amp small-appliance circuits (210.52(B)).

Islands: the honest answer

Island and peninsula rules are the part of this section that has actually moved between recent code editions, from a flat requirement, to an area-based count, to receptacles being optional with provisions for adding one later. A prep source that hands you one island rule without naming an edition is guessing on your behalf. Know which edition your state tests, answer island questions from that book, and treat the wall-counter rules above, which are stable, as the reliable scoring ground.

Where candidates lose the point

  • Requiring a receptacle for a space under 12 inches wide. Narrow strips need nothing.
  • Measuring one counter across a range or sink. Appliances and sinks create separate spaces.
  • Placing a required countertop receptacle 30 inches from the counter's end. The 24-inch reach fails.
  • Allowing a standard receptacle face-up in the counter. Only listed assemblies go face-up.
  • Forgetting the small-appliance circuits. The counter receptacles land on the two required 20-amp circuits, with no other outlets hitching a ride.
